■Rest Areas & Welcome Centers alongside Hwys
Roadside rest areas are spaced approx. every 50 miles and have facilities such as rest rooms, water, picnic tables in general. Some have picnic areas, soft drink/snack vending, pet areas in addition and others have so much more facilities. In rare cases, RV dump station is among them. Dumping cost is surprisingly free of charge, exept for commercialized rest areas alongside tollways. Besides no need to obtain a permit in advance, just move the RV there. So, the US is a country of RVing and these are very American, never seen in Japan. Popular dump stations have a line of RVs waiting sometimes, especially at the end of a weekend on season.
ハイウェイ沿い約80km毎にあるレストエリアは、大概、トイレのみだが、中には自販機等で利便性を高めた場所がある。 ごく稀に、ダンプステーションが設置さている。 有料道路にある商業化されたレストエリアを除き、ダンプ料金は無料で、その場所に移動さえすれば許可を得ずに使用できる。 これは、RV大国アメリカならではのサービスで、日本ではお目に掛れない。 シーズン中、好立地のダンプステーションは、休日の最終日ともなるとRVの列が出来る事もある。

All most all rest areas areprovided by State governments and some States offer dump stations for RVers at their rest areas under the management of their DOT. You can look up Rest Areas on their Websites. Welcome Center alongside the Hwy is a special type of rest area that provides tourist information to the visitors, often located near state borders.

Few of Rest Areas have a Dump Station peculiarly in the southwestern USwhere the federal lands provide tons of free camping areas and free campsites or boondocks off the grid. This principles, policy and practice seems to avoid conflict with commercial facilities, in particular, RV Parks or general RV Dump Stations with user fees.
アメリカ南西部には、無料キャンプ地や地域、又はブーンドック可能な場所が米連邦政府が管轄する公共の土地にごまんとあるが、奇妙なことにダンプステーションのあるレストエリアが殆ど無い。 これはRVパークや一般の有料ダンプステーションとの摩擦を避けようとする原理や施策の実施が背景にあるようだ。 25州271ヵ所のレストエリアにダンプステーションがあるが、アリゾナ、ユタ、ニューメキシコ、フロリダ州等には全く無い。

National Highway System (NHS) Funds/Interstate Maintenance (IM) Funds are mainly used for theconstruction/maintenance of rest areas (and through lanes, of course) on Interstate. These funds called "highway accounts", ａｒｅ allocated from the Highway Trust Fund (HTF) ,which is deposits of Federal Fuel Tax in majority. State Gas Tax and other State Funds are mainly used for them on Non-interstate. It is substantially similar to Japan but a great difference between two countries. In Japan, the taxes are exorbitantly high. Japanese Motor-Fuel Taxes on gasoline US$1.74(JPY204) per gallon, is 3.6 times as much as that of the US. (average 48.18 cents)

The Federal Fuel Tax generates about US$34 billion in revenue annually (2015), but not enough to fund the US government’s budget of US$50 billion annually for Hwy improvements. That’s a US$16 billion shortfall, every year. State revenue based on the State Fuel Taxs and Motor-Vehicle Taxes/Fees, is not enough as well. Where Will Future Funding Come from for the HTF? US Motor-Fuel Taxes may increace from now on? Or/And Milage Based User Fees (MBUF) may be applied?
アメリカの道路予算(連邦と州等を合わせ年間約2千億ドル)は、自動車用燃料税等だけでは賄えておらず、毎年大赤字が続いている。 道路とは無関係の一般財源でHTFを補ってきたが、今後どうするのか？ 燃料税は増税か？ そして走行距離課金も？

RV Dump Stations have been having problems with illegal chemical dumping at rest areas while/where no one is looking, which has resulted in the elimination of many RV Dumpsites and complete abandonment of many wast dump programs opposed to being considered for inclusion at new/renovated rest areas in some states. It seems to be difficult to manage unmanned/free RV Dumpsitesunder these circumstances described so far. On the other hand, some states like Mississippi or Alabama are actively trying to install against abusing. Following the cost and benefit principle, they might switch to automated RV dump stations in the future.

レストエリアのRV用ダンプステーションは、不法に化学薬品が誰も見てない内に廃棄されるという問題を抱えている。 その結果、州によっては、多くのRV用排水場所が廃止されたり、新設や改修するレストエリアでの汚水処理施設展開は賛同が得られずに計画は完全に放棄されている。 有料施設との摩擦もあり、このような状況では、無人の無料ダンプステーション運営は難しそうだ。 その一方で、ミシシッピーやアラバマ州のように逆境に立ち向かい積極的に導入しようとしている州もある。 費用や受益者負担の原則にを鑑み、将来、有料の自動ダンプステーションに置換されていくかも？

全長25フィート(8m弱)までの小型RVなら”Auto”へ進んでも駐車可能。
”Trailer”へ進むと”Truck/RV Parking”の標識がある。
Dump Station Layout on the Rest Area site, and How to get to Dump Stations.
Layouts of US Rest Areas, especially large sites are more complicated than these of Japan. Exit roadway from through lanes to each parking lot is a branching road like a fork. Parking spaces are allocate to passenger Vehicles, trucks or RVs. Almost dump Stations locate alongside the entrance or exit roadways to/from parking lots. Once you move the RV to the dump station near the exit from rest area, you can't back to the parking lot. Or you unwittingly passed through the dump station with a wrong roadway, you can't move there. You have only one chance to get to the dump station at each rest area. Take the right branch at a fork in a road following the sign labeld a Dump Station Icon.
レストエリア内のダンプステーションの配置、およびダンプステーションへの行き方
アメリカのレストエリア、特に広大な施設は、日本よりも複雑な構成になっている。 本線からレストエリアの駐車場へ通じる道路はフォークのように分岐し、乗用車、トラック、RVなど、車種により割り当てられた駐車区画へ続く。 殆どのダンプステーションは、駐車場の入口か出口の道路沿いにある。 レストエリアの出口近くにダンプステーションがあったとすると、そこへRVを移動したら二度と駐車場へは戻れない。 また、間違った道路を通り、ダンプステーションをうっかり見過ごしてまうと、そこへは行けない。 ダンプステーションにたどり着くチャンスは一度きりなので、道路の分岐ではダンプステーションのマーク標識に従い、正しい道路選択を。
